Help with a First Steps Dress pattern!!

Hello, I'm hoping someone can help me understand some directions in the First Steps Dress pattern.
The link to the pattern is here http://www.bernat.com/pattern.php?PID=4144 and my question pertains to these directions found in the Shape Armhole section: "Keeping cont of Stripe Pat, cast off 4 sts beg next 2 rows. Dec 1 st each end of needle on next 3 rows, then on following alt row once." The "alt row" part is what confuses me and that direction is used several times throughout the pattern. Does that mean that I would dec 1 st on each end of needle on next three rows - lets call those rows 30, 31, and 32 for the sake of discussion - and then decrease one st at each end of row 34?? Does alternate row mean I skip a row? Please help I really want to get this project done with :)
