Poncho Pattern

I bought Bernat Solo yarn and am knitting the pattern from yarn. It is called Poncho to knit. The pattern is confusing me because it gives a Seed Grid Pattern of 12 rows. It says cont in pat until work from beg measures 25 ins. At t the beginning of every patterned row it does a K1, P1, K1 stocking stitch all the way through.
Now Im at the 25 inches and the pattern reads Cont in pat, working first and last 3 sts in stocking st until work from beg measures 32 inches. Why didnt they just have me knit to 32 inches. Am I missing something here?

I have just read through the pattern.You stop the seed stitch border because you are going to be picking up stitches around the neck edge to do the collar. Therefore it will make a neater neck line
