adjusting the size of a neck down sweater

So .... the little neck down sweater I made doesn't fit right. It's sloppy in the lower back and too tight across the front. I was going to just give it away or sell it but after I tried it on again .. dang it .. I like it and want to make it fit me.

Now I'm thinking I"ll frog it back and take in the back and add to the front. I can do the back without going too far but to add to the front I need to go all the way back to the cast on stitches at the base of the collar/top of the cross over.

Is there any way to add stitches to the front without frogging the whole thing back? .. because that means frogging out the sleeves and everything.

This is my first neck down knit project and I'm frustrated but not giving up yet.

Here's the pic I took before the sleeves, now it's got short sleeves on it.
