Softee Baby - Pom-Pom Cardigan (crochet)

Hi,

I am wondering if you can help me with this pattern that I found on this web site here http://www.bernat.com/pattern.php?PID=5146

I am now doing the sleeves. But I found out that by the time I do turns 11-13 2 times the measurement from the mark to this turn, is already 4 and half inches, and therefor I can't crochet even any more to measure 4 and half inches as it says.

Could you please take a look at it and let me know what to do?
