Help with Socks

I am attempting my first pair of socks and I'm having trouble. I'm using the bernat pattern pasted below, and was doing well until I got to the section "shape heel". There are 4 rows to be repeated here until you get to 17 stitches (i'm making the medium size). I did the 4 rows once, and when I turned my work, there wasn't enough stitches on the left needle to work the first row again. I ripped it all out back to the beginning of "shape heel" and now I'm stuck. I've been turning my work in the middle of the row like the pattern says, but it isn't working out.

What am I doing wrong?

Sox - Ankle Socks (knit)
Basic, easy ankle socks, short, sporty and quick for summer. Sizes to fit finished foot size XS-L (6-10.5"/15-26.5cm). Shown in Bernat Sox 42116 Faded Denim. Knit with set of four 3.25 mm (U.S. 3) double-pointed knitting needles.

XS (S-M-L): 6 (7½-9-10½) ins [15 (19-23-26.5) cm].

MATERIALS
Bernat® Sox (100 g / 3.5 oz)
1 ball makes 1 pair of ankle socks.

Set of four 3.25 mm (U.S. 3) double-pointed knitting needles or size needed to obtain gauge.

GAUGE
28 sts and 36 rows = 4 ins [10 cm] in stocking st.

INSTRUCTIONS
The instructions are written for smallest size. For larger sizes the instructions will be written thus ( ).

Cast on 40 (48-60-68) sts loosely. Divide onto 3 needles: 10 (12-16-18) sts, 20 (24-28-32) sts and 10 (12-16-18) sts. Join in rnd, placing a marker on first st.
Work 16 rnds in (K1. P1) ribbing, then knit in rnds until work from beg measures 4 (4-5-5½) ins [10 (10-12.5-14) cm].

Make heel: Divide 20 (24-28-32) sts on 2nd needle onto 2 needles and leave for instep. K10 (12-16-18) off 1st needle onto end of 3rd needle.
Next row: (WS). P9 (11-15-17). P2tog. P9 (11-15-17). 19 (23-31-35) sts.
Next row: *K1. Sl1. Rep from * to last st. K1.
Next row: Purl.
Rep last 2 rows for 2 ins [5 cm], ending with a RS row.

Shape heel: 1st row: P10 (12-16-18). P2tog. P1. Turn.
2nd row: K3. Sl1. K1. psso. K1. Turn.
3rd row: P4. P2tog. P1. Turn.
4th row: K5. Sl1. K1. psso. K1. Turn.
Cont in same manner to 11 (13-17-19) sts


Shape instep: With RS of work facing, pick up and knit 12 sts along left side of heel. K20 (24-28-32) for instep. Pick up and knit 12 sts along right side of heel. Knit first 6 (7-9-10) sts from heel onto end of 3rd needle. Slip rem 5 (6-8-9) sts from heel onto beg of first needle. 17 (18-20-21) sts on 1st needle, 20 (24-28-32) sts on 2nd needle and 18 (19-21-22) sts on 3rd needle.
1st rnd: 1st needle: Knit to last 4 sts. K2tog. K2. 2nd needle: Knit. 3rd needle: K2. Sl1. K1. psso. Knit to end of needle.
2nd rnd: Knit.
Rep last 2 rnds to 41 (49-59-63) sts.
Cont even until work from picked up sts measures 4 (4¾-6-7) ins [10 (12-15-18) cm].
Next rnd: Knit, dec 1 st at center. 40 (48-58-62) sts.

Shape toe: 1st rnd: 1st needle: Knit to last 3 sts. K2tog. K1.
2nd needle: K1. Sl1. K1. psso. Knit to last 3 sts. K2tog. K1.
3rd needle: K1. Sl1. K1. psso. Knit to end of needle.
2nd rnd: Knit.
Rep last 2 rnds to 16 (20-22-26) sts. Cast off. Sew toe seam.

Wasn't it cool to see the heel taking shape?
I remember the first sock I ever knit. I was SO EXCITED when the heel created itself! :D
