I would recommend using the same hook you used for Clue 2, because this motif also needs to be loose.
yes, but I stretched the heck out of Clue 2 for it to be 11 inches using an 'I' hook (I got ahead of myself and finished all 6 before measuring![]()

You don't have to have exactly the same number of rows or stitches to seam motifs together. We will have tutorials and videos available for seaming as well.
If you are stretching your motifs too much, the yarn could be stretched too thin. Maybe you should just add some extra rows of single or half-double crochet to make the motifs larger, so they fit in the template?
