need help on Preemie garter stitch set--bonnet

Hello,
I'm new to knitting and am not sure of the pattern instructions for the Bernat Preemie garter stitch set, Bonnet pattern. I do not understand the instructions for the neck & chin band: Fold 5 sts along front edge to RS and secure at cast on and cast off edges............please help

I have added some additonal information below, hope this helps. If not let me know at inquire@bernat.com

Note: Garment is worked side to side in one piece.

BONNET
Cast on 26 (31-35) sts.
1st row: (RS). K19 (22-25). Turn. Leave rem 7 (9-10) sts unworked.
2nd row: K19 (22-25).
3rd and 4th rows: Knit to end of row.
Rep last 4 rows until right side from beg measures 7 1/2 (10-11 1/2) ins [19 (25.5-29) cm], ending with a 3rd row. Cast off. ------------------ Remember that the hat as sell as the sweater is worked from side to side. - once you have completed the hat and cast off the shorter edge will be the back of the bonnett and the long edge will be the area that goes around the face. -----------------

Neck and chin band: Fold 5 sts along front edge to RS and secure at cast on and cast off edges. ------------ The long edge is the front edge, fold over 5 sts to form a cuff around the face section of the bonnet. - secure at each edge seam to hold it in place. ----------------

Thread yarn through each st at shorter edge (back of Bonnet). Pull tightly and secure yarn. With RS of work facing, pick up and knit 37 (42-46) sts along cast on and cast off edges (working through both thicknesses at each end).
Cast on 14 sts. 51 (56-60) sts in total.
Knit 1 row.
