Cable Mittens

Hi, I was wondering if someone would be able to help me with reading this pattern.
I am working on the right mitten. I understand the pattern up until I get to shaping the gusset. Then I don't understand the first row: because it says: Pat 20 sts. Inc 1 st in each of next 2 sts. Knit to end of row. 38 sts.

The part I don't understand is the pattern is done over 16 sts.
